Trace amounts are permitted up to 1,000 mg/kg until 15 April 2028, then reduced to 1 mg/kg. This aligns EU law with the Stockholm Convention, requiring businesses to audit supply chains, ensure compliance, and prepare for enhanced testing to meet these environmental and health protections.Dechlorane Plus is a synthetic chemical used as a flame retardant in plastics, electronics, and other materials. It is persistent in the environment, bioaccumulates in wildlife and humans, and can harm ecosystems and health. In May 2023, the Parties to the Stockholm Convention decided to amend Annex A of the Convention to include Dechlorane Plus (with specific allowable exemptions). The goal is to eliminate or severely restrict the use of Dechlorane Plus in order to reduce environmental persistence and harmful exposure. This update brings the European Union (EU) law in line with the Stockholm Convention, requiring companies to audit supply chains, ensure compliance, and prepare for stricter requirements. The European Commission adopted on 15 May 2025 and published on 25 September 2025, Delegated Regulation (EU) 2025/1930, amending Part A of Annex I of Regulation (EU) 2019/1021 (the EU Persistent Organic Pollutants regulation (POPs Regulation)) with respect to Dechlorane Plus. Key points are summarized below.1. Requirement The regulation establishes unintentional trace contaminant (UTC) for Dechlorane Plus in substances, mixtures, or articles, with a phased approach to allow for industry adjustment: Phases Allowed Concentration Dechlorane Plus, including its syn-isomer and anti-isomer on their own, in mixtures or in articles Until 15 April 2028 1000 mg/kg (0.1% by weight) Dechlorane Plus, including its syn-isomer and anti-isomer on their own, in mixtures or in articles After 15 April 2028 1 mg/kg (0.0001% by weight) 2. ExemptionsThe regulation permits certain exemptions under defined conditions. The exemptions generally carry time limits or phase out conditions. Exempted Category Exemption Conditions Note Aerospace, space, defense applications Permitted until 26 February 2030 After that, use must cease unless further extension is granted Medical Devices (imaging applications/radiotherapy) Permitted until 26 February 2030 / Spare parts & repair of certain vehicles / machines / equipment / aerospace, space and defense applications Permitted until end of service life or until 31 December 2043 (whichever is earlier) Applies to land vehicles, stationary industrial machines, garden & outdoor equipment, instruments etc. Spare parts & repair for medical devices / in vitro diagnostics Permitted until end of service life Note that the timeframe is tied to the product’s lifetime; no fixed calendar cut-off for these medical applications 3. ImplementationThe restrictions on manufacturing, importing, exporting or using Dechlorane Plus start on 15 October 2025 (20 days after publication in the Official Journal). Articles containing Dechlorane Plus already in use before the expiry of a relevant exemption may continue to be used after the exemption ends.Read MoreChina NewsChina Recalls Summary (01 September 2025 to 30 September 2025) In China, when hazards are identified in consumer products, they will be recalled and published in the SAMR Defective Product Administrative Centre, which is updated daily.
