On July 3, 2026, Hainan launched a public-road type-testing program for right-hand-drive export vehicles in Haikou’s Jiangdong New Area. The program brings together Hainan agencies, Chinese automakers and Southeast Asian testing organizations around a practical problem: how to adapt vehicles for left-driving markets without sending every development cycle overseas. The initiative is one part of a wider export ecosystem. Hainan is combining port logistics, component-import rules, automotive testing, bonded maintenance, cross-border data services and foreign-invested operating structures. For a foreign automaker or parts company, the opportunity is not a single subsidy. It is the possibility of locating several adjacent functions within one operating plan, subject to separate approvals and eligibility tests. Right-hand-drive testing: a Hainan-based development function Thailand, Malaysia, Indonesia and Australia are left-driving markets with right-hand-drive vehicle requirements. On July 3, Hainan launched what Haikou described as the country’s first systematic public-road type-testing program for right-hand-drive export models. The launch involved the Hainan New Energy Vehicle Promotion Center, China Automotive Engineering Research Institute, Haikou Jiangdong New Area, the Thailand Automotive Institute and ASEAN NCAP. Chery, Geely, Changan, Li Auto, Avatr and Great Wall were among the automakers named in the launch coverage. The program uses Hainan’s road and climate conditions as a development environment: Haikou Jiangdong New Area is the coordination and launch location. A Qionghai road-test base provides high heat, humidity, rainfall and salt-spray conditions relevant to Southeast Asian use. The initial program includes six public-road test routes according to the task brief. The cooperation goal is to improve testing and standards coordination with ASEAN partners; it should not be described as an already-signed automatic mutual-recognition agreement. For exporters, this can reduce the distance between vehicle adaptation, tropical validation and the next compliance decision. Bonded maintenance: the aftermarket side of export Vehicle exports create a second operational question: how will the exporter supply replacement parts and support after-sales service in overseas markets? Hainan’s bonded-maintenance framework provides a route for eligible parts and products to enter for repair or remanufacturing and then be re-exported under the applicable customs supervision. The task brief identifies 305 eligible product HS codes, including automotive transmissions, engines and lithium-ion battery systems; the actual treatment depends on the current catalogue, product code, repair model and project approval. Two models are especially relevant: “Both ends outside” maintenance: used parts enter from overseas, are inspected or repaired in Hainan and leave again without being released into domestic circulation, subject to customs conditions. Remanufacturing pilot: eligible used products are restored to the required standard, with domestic sale or re-export determined by the applicable policy and approval. The task materials cite China International Vehicle Industry (Hainan) as having processed more than 1,503 remanufactured transmissions under supervision. This gives exporters a local reference point, but it is not a guarantee that a new project will receive the same scope. Traceability, parts classification, repair records and the “one item, one code” requirements remain important. Automotive data: a separate compliance workstream NEVs produce data from battery management, driver-assistance systems, vehicle diagnostics, testing and over-the-air updates. Moving that data across borders is not merely a network question. It is a data-classification, security and personal-information compliance question. The 2026 national automotive-data guidance creates a more specific framework for efficient and secure cross-border movement. Hainan’s task materials also describe a dedicated channel and a positive-list approach for eligible automotive data. The safe operating model is: classify the data before export; separate vehicle, industrial and personal-information elements; determine whether the category falls within an applicable positive list or exemption; use the required security, contract, notification and filing route for data outside that scope; and retain records showing purpose, recipient, transfer volume and technical safeguards. Some task materials cite a three-working-day first case and an end-to-end five-working-day filing target. These should be treated as reported processing examples, not a guaranteed timeline for every company or data set. A practical export operating map For a foreign company considering Hainan, the sequence is better understood as a set of linked workstreams: Choose the operating entity and scope. A WFOE may export NEVs subject to national licensing; its business scope, registered address and substantive operations need separate review. Start with the company registration guide. Map the product and components. Check the current zero-tariff catalogue, product codes, origin, use and circulation conditions before importing batteries, cells, BMS or chassis. Plan assembly or modification. If using the 30% processing-value-added route, establish the calculation basis and customs evidence before production. Handle export licensing.
